Mark Burton's Vision for Regina Ward 4
Key Policy Priorities
Mark is running for city council to prioritize urgent Ward 4 issues that have not received proper attention at city hall. Here are some of Mark’s priorities:
Fix the traffic noose around southeast Regina’s neck
On regular commuting days there are 2km+ traffic backlogs on major arteries like Victoria and Arcola Ave, and much longer when snowy or slippery. Secondary streets such as Assiniboine Ave are overloaded.
The long-term solution is to widen the Arcola overpass. Things are so congested you cannot take lanes out of service to widen the overpass without adding capacity elsewhere. The Prince of Wales to Wascana Parkway connection needs priority. Once complete, upgrades to the Arcola overpass can proceed.
Priority: The Prince of Wales connection to the Wascana Parkway needs to move forward to enable the long-term Arcola overpass upgrade.
Fix “REAL Gone Rogue”
Regina Exhibition Association Ltd (REAL) appears to be operating with little oversight or accountability. Debt is through the roof, and they are unresponsive to their “real” owners, who are the citizens of Regina.
Priority: Increased oversight. Keep public facilities public, fair, transparent, and accountable.
Increased Traffic Enforcement on Arcola Ave and Prince of Wales
Many Ward 4 residents are bothered by speeding cars, stunting vehicles, transport truck retarder brakes, and loud vehicles lacking proper mufflers.
Priority: Increase Regina Police Service traffic enforcement on Arcola Ave and Prince of Wales.
Resolve traffic problems commuting to south end High Schools
Ward 4 residents must drive their kids to south end high schools. The Ring Road to Wascana Parkway offramp is mayhem. Most drivers are courteous, taking the proper path to Grant Road, but some impatient drivers cross three lanes and butt in at the front of the line. Also, sudden stops on the offramp could result in rear end collisions.
Priority: No left turn from Wascana Parkway ramp to Grant Road at rush hour. Improve lane assignments.
Support Volunteerism
Many community organizations are struggling to attract volunteers. The organizations may not have the capacity to thank their volunteers for their time and effort, leading to a downward spiral in volunteerism.
Priority: Provide free single use facility passes (pool, field house, public skate at an arena) to community organizations as a means for them to recruit, encourage and thank volunteers.
Increase the number of ice surfaces in Regina
Hockey, ringette and recreational skating are an important part of Regina’s culture. Regina is struggling to support the ice time requirements of our growing population.
Priority: Examine tax incentives to encourage private organizations to build and operate additional arenas. Examine partnership options with the University of Regina to reduce the load on existing facilities.
East side business corridor outside the bypass
Many opportunities exist for businesses in the east side of the city.
Priority: Additional promotion of this business area to support economic growth
